won't open a new note

How bad is this?: Not working

ive tried all the troubleshooting steps, restarted my laptop, reinstalled the extension yet my better canvas will not open a new note. I need this section to work. How do I fix this. ive done research and if it is because of a recent update, it needs to be fixed immediately
